For the gringo, will the cartorio normally accept a notarized letter from a local Brazilian stating that the gringo lives on his address? Or must it come from the gringo's foreign address?

You're correct about your 'normally' disclaimer Tbird, but at my local cartorio, they have a declaration someone can sign stating so-and-so has lived at such-and-such address (the address of the signer), since a given date.
EDIT: The signer shows the cartorio a recent power, water, or phone bill, along with their ID, when they sign this declaration. Edited by Gringo.Floripa - 26 July 2012 at 20:37 |

I think most people usually say they are living with their noivo/a and just use the same comprovante.

Depends on the situation. The declaration I mentioned is often used, at least here in Floripa, when someone is renting out an apt. or house long term, and they don't want the renter to have the utilities placed in the renter's name (because it's supposedly easier then to evict the renter). The owner collects the rent AND the assorted utilities each month. The Manezinhos are notorious for this! Yet people often need a 'comprovante de residencia' for many reasons, so this declaration exists. YMMV.... |

In RIo they can also just do a letter and have the signature authenticated in the cartorio. However, for marriage, it is usually easier (and slightly cheaper) to use the finances doc (often they will accept a mother or father in laws doc as their name is on teh Brazilian's bc) |
